My observation from watching the BGIS (Blue & Gold Officer's Portal) over the years is that the Wait List and Open Offers within a Nomination pool are closely related. For instance, if a candidate has an Conditional Offer, with medical pending, there may be a wait list candidate on hold. Once the medical is resolved, and the Appointment made to the primary, then the WL will get TWE. Of course there are always exceptions, but for those wait listed, your chance of admission really is dependent upon someone else's results.

What does Waitlisted for USNA actually mean?
Means DS waits more along with 70 to 100+ potential candidates that are also wait listed for spots that don't become filled from appointments that were given out. DS will wait to hear back sometime between the third week of May and into June. When wait listed it means you proceed with finalizing your back-up plan.
 
Our DS last year was put on the wait list Mid April and was given news right around May 1, that he did not make it off the wait list. This allowed us pay the deposit for another University. Don't give up the hope of getting in, but make sure you start the process of plan B. The small deposit that most Colleges make you pay will be worth forfeiting if they do get the late call that they received an Appointment. If not REAPPLY and enjoy that extra year you get to spend with them!!!

I am not sure if there is a way to find out the exact number, but I heard it was very small, just a few.
Don't give up hope!!! There is always hope! Start Plan B, 4 year college if you can, and take classes similar to Plebe year, and reapply. Good Luck!
