3-Year AD Army ROTC randomly awarded

I had already begun thinking about plan b of enlisting in the Army, but I checked my Email on Friday and I had received a message from the school that I will be attending that I had won a "national" 3-Year Advanced Designee scholarship. I thought that I wouldn't get one since I had been passed on by the board... How common is this?

My youngest didn't get a national.

So we both thought they'd have to enroll and compete for a 3-year once on campus.

But the ROO called today and said they were awarded a 3-year campus-based (& told them they were the ROO's first awarded)

Didn't ask, but is it possible for it to be upgraded to a 3.5 if my kid blows it out of the water first semester?

Yes. My DS was extended from 3 to 3.5 back in 2015/2016.

It depends if the battalion has the budget. Some cadre prefer to use the money to award scholarships to non-scholarship cadets instead.
 
The $ for 3.5 year upgrades is controlled at the brigade level and can only go to current 3 year winners who are medically qualified (another reason for cadets to stay on top of getting requested info for medical waivers in as soon as they possibly can). Some schools have scholarship $ through their universities that the PMS can award to scholarship or non-scholarship cadets that might seem just like a 3.5 year bump, and that amount of available scholarship money will can be extremely different from university to university.
 
Yep, from the brief by the ROO last month when we visited I think that cadre focuses on getting as many 3-year scholarships as possible for those non-contracted who enroll without a national or campus-based scholarship.
