Candidate status

Does anyone know if it depends on when u filled out the PCQ as to when you will be promoted to candidate status? My DS did his March 28 and received a letter saying he would get more info in July. Not necessarily July 1. So since its a rolling admission I was thinking it would be later

If his initial letter said he would be promoted, then that will occur by the end of July.

DS received his email June 30. and was able to work on his new paper work yesterday!
