Need Help with Uniform Standard Wording

I just received a command patch for my Type III's. In the NAVADMIN it reads:

(4) Authorized (current assignment) Force or command/unit patch may be worn on the wearer's right breast pocket. The size of the patch shall not exceed 3 to 3-1/2 inches in length/width/diameter. When worn, the patch will be sewn centered on the pocket below the pocket flap to allow for easy removal and minimum expense.

When it says "below the pocket flap," does this mean centered on the entire pocket when you lift up the flap (so the flap may be covering some of the patch once it is sewn on) or centered only on the part of the pocket below where the flap is located (less space)?
 
Centered on the pocket flap, but not covered by the pocket flap.
"Below" means in elevation here, so that's below the bottom edge of the pocket flap (so the entire patch is visible).
