AFROTC ICSP process questions

DS is a first semester freshmen in AFROTC. There seems to be very little information in "how" the process works to award ICSP scholarships to cadets. We have spent considerable time searching the web but even the official Air Force site doesn't address the ICSP. DS says the detachment leadership says it is competitive: get good grades, volunteer for detachment activities, do well on PFT and stay our of trouble.

1) Is the scholarship a national based scholarship or does each detachment have some ability to influence the decision?
2) Is there an actual application process and forms that must meet deadlines, etc?
3) Is GPA determined from a cumulative GPA from all college courses (transfers, dual credit, etc) or is it only the GPA as reflected from the school?
4) How many ICSP scholarships are awarded annually? Out of how many AFROTC 100 and 200 level cadets?
5) Is there a whole candidate score or something similar? Does major count into that measurement?
 
This is from my experience/knowledge:

1. I believe that they are awarded nationally. However commanders ranking does play a role.
2. The cadre should do all the work for submitting the scholarship application (At least mine did).
3. I believe the GPA is whatever cumulative GPA your son currently has at the university he goes to (whatever's on his official transcript).
4. No clue, but it seems like most halfway decent cadets get on scholarship within the first two years. I'm a junior (AS 300) right now, and a good majority of kids currently on scholarship got them in college.
5. It is a whole candidate concept. So things like GPA, major, Commanders ranking, PT scores, etc. are all factored in.

If your DS is either a technical major or a critical language major with a gpa over a 3.0, then he has a pretty good shot at eventually picking up a scholarship. That's assuming his PT scores and everything else are satisfactory. Hope this helped, and feel free to PM me with any other questions you may have.
