Is the required PFE score to be admitted held at the same standard as when you’re a cadet at the academy or is the standard lowered?

Not in admissions, but I don't believe there is a "minimum" score to be considered. That said, I do believe that they are graded on the same scale.

If I'm being perfectly honest, I'm a little bit perplexed by this question. You should be focused on the max scores, not the minimums.
 
The class profile reports that the average applicant score is 225/300 at enrollment. The higher your score the easier it will be for you in Swab Summer. However, you can expect scores to rise after doing training for 7 weeks.

In a nutshell, if the Admission standard is still a 135, no - that is well below even the 4/c cadet minimum and means that you are undoubtedly not prepared for swab summer or the Academy in general. I share @ekb1398's perplexed demeanor - you should never aspire for only that 135. You should shoot for the maximum (300 points) but at least score over a 200.
 
Cadre at swab summer have a special place for the lower PFE performers and most swabs / cadets I met / know did not want to go there. Intense Physical Training - for two days with your own attentive cadre to make sure you get the most from the experience. And don't worry if you don't make the grade in 2 days, they can extend the special experience for longer periods.

As others have said, best to shoot for well over 200 to be competitive.
