Do Penn State NROTC Scholarship students have any assistance or financial resources to pay room and board? I know an option to request living in a special dorm is possible at normal rates of course. I see several ROTC colleges offer a variety of room and board help etc.

No, Penn State does not. If you receive merit scholarship support this can be used toward room and board Please see threads on this about being an RA to offset costs.

Yes. Other schools do sometimes offer room and board additionally. See room and board section of this board & confirm all details directly with each university.
