Hello,

In the Naval ROTC Application, it asks an applicant to choose a community.

Can a Midshipmen change to a different community in college?

Can a Midshipmen move their scholarship to Marine Corps ROTC if they qualify?
 
Not without approval and requesting it. It is all about needs of the service, so a lot of it will be driven by numbers, leadership recommendations and what you have done to prove it.
 
First question - You are not committed to the unrestricted line community that you select on your NROTC application. You'll have three years in the program before needing to submit a service assignment preference sheet.

Agree with both above. As I recall, the application asks which unrestricted line community you would like to serve in and why. I believe this prompt is more to gauge the research you have done and your thought process behind your selection. There are many factors that might cause you to change this preference over the course of your ROTC experience. My DS put aviation on his application. Then he was really interested in subs after CORTRAMID and now he is favoring surface warfare. As stated above, you don't fill out your service assignment preference sheet until your senior year. Keep in mind this is just your statement of your preferences, your actual assignment will be based on the needs of the Navy. And as @NavyHoops stated any transfer from Navy option to Marine option requires an approval process.

Just to expand on this....making a transfer from Navy to Marine option requires an application that goes before a national board. I've seen some folks get approval. I've seen some folks be disapproved. It is definitely not a given. I've never seen anyone go from Marine Option to Navy Option although I expect it has occurred.
 
I have seen a few go from Marines to Navy. The hitch is Navy side has Calc and Physics requirements that the Marines don’t. So some have to catch up and take those. Also most Navy scholarships are give to STEM majors. Marines don’t care what you major in.
