The granting of waivers is up to the commissioning authority and not the service itself. Therefore, NROTC can reach a different decision than USNA. Also, I believe there are condition that USNA can grant waivers for and NROTC cannot. That's probably something I picked up from a post here so I'm not certain about the accuracy of that statement. I doubt NROTC would pursue a waiver before they decided to award a scholarship, since contracting and money changing hands would still be dependent on the waiver, and they don't normally start the DoDMERB process until after the scholarship is awarded. That last is just a logical guess on my part, but that's how I wold run it if I were running it.
