Hello, this far into the application process, if you have not received the TWE, would that mean you are 3Q(other than medical) and just have not received an appointment/possibly in the NWL or do they just wait until the end to send all TWEs even if weren't eligible for appointment because not academically/physically qualified?

Similar question was asked before. I looked back and the best answer seemed to be (copy and paste)

“No, it does not. It only means that you've completed the application.

3Q refers to Physically Qualified, Medically Qualified, and Board Qualified

You should know if you are Medically qualified - check DODMERB if you don't know.
You likely have a good idea about how you did you the CFA - if you're not sure, you can ask Admissions or your BGO if you are Physically Qualified. If you failed the CFA, somebody likely would have told you to re-take it
Board Qualified is the 3rd Q, and Admissions will not tell if you you are or are not qualified, nor will the BGO” -A6E Dad

You can likely figure out if you are academically qualified based on the caliber of courses you took (AP or IB STEM), grades, ACT/SAT scores within the range of current class (its published on the USNA website). I doubt they are looking at geniuses only. Well I know that, since DD is not a genius by any means. She took the SAT 5 times! And only came up about 10 points each time. o_O

Exactly P_M! A well balanced kid, with scores in the range has just a good of a chance as a brainiac. Between the BGO and Congressional interviews, those kids will out, well balanced kids are quickly recognized.
GO NAVY!

I’m a BGO. I have a candidate who did not pass academic board so is not 3Q’d. The candidate has not been turned down officially yet because NAPS is still an option. My candidate doesn’t know she isn’t 3Q’d.
