USNA Class of 2023 Do-It-Yourself Appointment Thread

A lot of thought goes into accepting Offers of Appointments..
Many already have full-ride scholarships to other colleges, and several often have Offers of Appointment at other Service Academies as well.

They have until May 1st to decide. Turning down a six-figure scholarship (or more than one) is not easy. Granted, it is a tremendous position to be in, though!
Totally agree and understand, especially for those that are undecided.

A few things I noted during a call to USNA today that you may be interested to know:
- Midshipmen Pay and Finances: Midshipmen start getting paid from I-Day on, so they will be filing Federal and state income taxes starting this year. The "Midshipment Stipend Budget Book" (linked version is almost two years old, so the pay numbers may have increased) is at https://www.usna.edu/Admissions/Student-Life/General-Information-for-Midshipmen.php has lots of good info. I think it is worth the read.
- Scholarship/College Savings Funds: You can apply up to $17.5K of college targeted money (Scholarship, 529, CESA, etc) to the Academy. $8.5K offsets the ACE Loan at the start of Plebe Year and the remaining $9K covers textbooks and fees for the remaining three years. Mids/Parents can deposit it starting in early Sep 2019 after Plebe Summer.
- Big Envelopes: The person at USNA I talked to said that the "BFE" packages should arrive starting in April. I was a little surprised by this.....I thought they went out as appointments were offered/accepted.
- CIS Portal Forms: In the interim, they recommended getting the three forms from the CIS Portal filled out and returned (Local police record, Tatoo & Body Piercing form, Proof of US Citizenship) as soon as possible.
- Proof of Citizenship: You can provide a photocopy of a valid US Passport that was issued less than two years ago as one form of proof of citizenship.
- Accession travel to USNA: Midshipmen are reimbursed for their travel costs to Annapolis for I-Day. They will submit the travel claims at USNA, so they will need receipts.

So for the 'Big Envelopes' you're referring to above, I believe they are referring to your Permission to Report package called the PTR, not the BFE with the certificate you get upon appointment. The PTR is thicker and full of all the forms you need to fill out prior to I-day. DS had to request it twice 2 years ago as the first one was lost in the mail. Keep your eyes open as they normally arrive in late April or early May.

Thanks - That make much more sense....

Are you sure about 529? I called the company I invested my DD 529 with and they said it can only be used for tuition. Since USNA does not have tuition, the 529 therefore cannot be used. I’d love it if the person I spoke with is wrong. Thank you for re-clarifying.

NC is lagging too! No news is good news!! Go Navy!!
NC has at least 9 or 10 appointed and accepted that I know of. Not sure if that is lagging or not, I just know that they aren’t present on this site. Of course I assumed everyone used the site. Why not?? It’s great. But sadly that is not the case. I also don’t know if each district will each get an appointee? I guess that’s not the case or each state, with each of its congressional districts, would = way too many appointees for the class. I wonder how many from NC typically get appointments and accept? I don’t think there is actually a way to find out

thats depressing.... if you are from NC. 9 or 10 just USNA?
@ mcfamilyof4 Sorry if that was confusing. There are nine or ten appointed candidates from NC, not from district 9 or 10

There’s normally at least one per district. We have 435 members in the House of Representatives which isn’t way to many for the class

Oh right, that makes sense

Right that is what i thought you meant but it’s still hard to hear that that many are already filled statewide when there are only 15 spots theoretically

Wishing the best for the NC candidates who are anxiously waiting.

Maybe NC is representative of the broader Appointment landscape and we are in the neighborhood of 2/3 complete on all Appointments, which still leaves a good number available!

I think it depends on the type of plan (is it a prepaid plan or investment plan). Here's a link for some clarification.. http://www.finaid.org/savings/529plans.phtml

Also, if you search 529 Qualified Distributions - the IRS has some very clear publications. Good Luck!

Copied from the USNA publication: “Authorized funds include personal checks, public and private scholarships, and college savings plans such as state 529 plans.”
Hope this helps....

I hope this URL (https://www.usna.edu/Admissions/_fi...AND ANNUAL BUDGET BOOK 2018-2019 - SIGNED.pdf) opens the 2018-2019 version of the Budget Book. The link via the “General Information for the Midshipman“ is a year old.

Each member of Congress can have five constituents attending the Naval Academy at any time. When a constituents leaves the academy, a vacancy is created. Members may use any one of the following methods to nominate candidates to fill their vacancies:
  • Nominate 10 candidates for each vacancy, permitting the Naval Academy to evaluate and select them for admission on a competitive basis;
  • Designate one principal nominee and nine other candidates as alternates, ranked in order of preference; or
  • Nominate one principal nominee and nine other candidates as competitors, permitting the Naval Academy to select the alternate competitors for admission.
In each of these methods, one fully qualified nominee is offered an appointment to the Naval Academy to fill the vacancy. The remaining fully qualified nominees also are considered carefully, and many are selected for admissions to fill the entering class from a national competition of qualified alternates.

I think they are talking about different things. There are 15 MOC in NC which means about 15-18 will be "charged" to these MOC. However, this does not include the presidential, NWL, etc. By population only, NC might expect to get about 38 ((11 million in NC / 325 million in the US) * 1200 appointments). However, this does not include factors such as interest and quality of candidates which can distort these numbers.

DS is patiently waiting, me not so much Was wondering if anyone heard from NY
Hi Stacella,

Go to the 2023 Do It Yourself Appointment Thread on this forum and you’ll find a list of self reported appointments. Best guess from folks on the board is that these represent 10-15% of total appointments offered to date based on similar threads from previous years. No way of knowing for sure. You’ll see some NY appointments listed. Lots of appointments to go still, so if DS doesn’t have a TWE, he’s still in the game. Best of luck and hopefully we’ll see your name up on the thread soon!
