Is no one reporting their TWEs or have not many been given out yet? This time last year, many people including myself indicated already receiving one.

Very little TWE activity reported to date. Just a few long shots like no nom and significant medical.

Not necessarily. The official cutoff is April 15th, but admissions is still trying to put the class together based on data coming in as to how many accept and decline the offers which have already been tendered.
They may be more concerned right now with filling out that class, than following up with turn-downs to candidates who didn't make the cut.

There may also be a wait of a few days after April 15th for TWEs (or just the EMail gut-punch) to be received, just do to the speed of the busy staff and the USPS.
After April 15th - some Offers still go out - however.
