If the candidate doesn't need help with the academic portion (emphasis on English Composition, Mathematics, Chemistry, Physics, and Information Technology) of their record, then that is why they aren't a good candidate for NAPS.

Honestly, I believe that the last CPRs are going for the last slots. Since people with appointments are probably more inclined to respond/ make a thread, I bet the 10% doesn’t flesh out so much

My DS's BGO explained under what circumstances NAPS was offered. We could have received inaccurate information but gathered it was mostly for helping prepare them more in some way for the academy... using academics as an example might have been said.

It’s more complex than ‘grades’. I have seen 4.2 kids who were valedictorians go to NAPS. Maybe this kid took every tough class their school offered, but the highest they had was pre-calc. USNA is swimming in the deep end of the pool. Plebe year is the deep end with rough water. If USNA thinks a candidate would benefit from NAPS to prevent them from swimming in rough water with sharks circling and then they will discuss prep. They might be able to go to USNA directly, but maybe the extra year will prevent them being unsat for the good part of their time there too.

USNA looks at so many factors to include school profiles to help make decisions. I have seen 3.2 kids with 1580 SATs get direct appointments. The young man also graduated top 100 at USNA. Most would see a 3.2 and wonder things. They attended one of the top 3 high schools in America who churns our 3-6 USNA appointees/year and around a dozen SA appointments. Maybe it’s a kid who was educated overseas because of their parents work and USNA thinks that the extra year of prep will help them adjust to life back in the US regardless of their grades/scores. Education systems vary around the world in style. Homeschool candidates can sometimes (not all) can benefit from NAPS. Many get direct appointments, but maybe they live in an isolated area with not a lot of opportunities for sports, ECAs, homeschool consortiums. A year adjusting to a classroom environment with group projects and interactions might be the right move for them. Every candidate is unique in what they bring to the table. Every candidates story and experience is different. It is what makes USNA so great. I have also never heard someone offered prep say it was a year wasted. I have heard (including myself) ‘I wish I had gone to NAPS.’
