DS is for sure dealing with the communications, but he was trying to find LT Emil Scown, e-mail. Yes, questions on SF86. DS is dealing with dual natioanlity/citizenship and wanted to send LT Emil Scown a doc renouncing the Nationality and/or Citizenship claims of the other country and surrending and destroying his expired passport from the other country He was born in the U.S. and has never lived in the other country. A command security manager isn't the kind of security you're thinking of. This is the Naval Science instructor that deals with security clearances. I assume this is because @kpdad2023 is working on an SF86....

2. The SF86 you fill out before indoc isn't the real one, it's basically just a rough draft, so if you have questions about something don't worry about it just yet.
3. He may or may not have an @usmma.edu e-mail address, your best bet is to e-mail Shifa who does all the admin for naval science and she can pass your e-mail along. santiagos@usmma.edu
4.There will be a time to ask questions about the SF-86, but if it is really necessary to send this now, see #1

LT Scown switched duty stations last year. He doesn't work at Kings Point anymore and he doesn't have an e-mail address. The new security manager is LT Hardy, her e-mail is HardyK@usmma.edu.

Assuming you are in the process of searching for the right Academy, instead of already being accepted, your best bet is to go to a college fair where USMMA has a table, or an Academy night in your area which is put on by a MOC, or a group of MOC's. You can contact the general admissions number for information concerning where the representatives will be. You can also set up a visit and briefing on campus, through Admissions. You do not have to be an applicant to attend the briefing. Admissions can give you the details of when such things occur.
