While filling out paperwork for the Academy, one question remained:

How would one obtain a notarized copy of a U.S. passport? A typical state notary cannot perform this operation, therefore, does one have to go to a federal agency in order to obtain one? If so, what agency can perform that?
 
I'm not sure what a notarized copy of a US passport is, but you can apply for a passport, and also get the required photos, at many US Post Offices - if that's what your asking. It can take weeks though.
 
I would assume that you need your physical passport with you at the academy. At some point, you will need that passport for travel.
I cannot imagine why USCGA would want a notarized copy of it, since they can ask you for it when you arrive (Hence not needing a notary to attest that it is genuine)

Not sure where you are reading about a notarized copy. You are required to have (or obtain) a passport, and have it in your possession on Day One. Specifically page 4 of the Cadet Handbook, under Required Items, states: "U.S. Tourist Passport valid through August 17, 2020; visit https://travel.state.gov for information on obtaining or renewing your passport. This process can take up to eight weeks, so plan accordingly"
 
What is the Reason for having the Passport on R Day? I remember this being a pain because a children's passport is only good for 5 years, and my DS passport was expiring sometime during his 4c year, and we wanted him to get the renewal before going in. I'm pretty sure he didn't need it for the Eagle. He may have needed it 3C summer when he met a cutter in Mexico. I guess why is it important to have it on Day one? Is not having it on R Day a deal breaker?

I believe he is referring to the proof of citenzship portion of the PTR. If it's anything like USNA, it states:

I too am curious how one goes about getting a notarized copy of a passport.
 
We sent an original birth certificate last year as well as a copy of the passport page with the passport number, photo etc and had that notarized.

You're required to have it because they say so. For swab summer, Eagle has sailed into Canadian ports at times - remember that some swabs aren't US citizens, so they would need a passport in Canada. This summer, for the 3C sail, Eagle will be in Europe, so passports are definitely needed. Its a lot to ask of CGA to keep track of 1000 kids' passport status and expiration date. A lot simpler to direct they get it done before they report.

Passports can be renewed early so they are good for the full 10 years - we did that, no issue at all, it was easy. No personal appearance required - just done on line and through mail if I remember correctly.
 
I read it as "make a copy of your passport and have the copy notarized". A notary public will compare your provided copy to the original and certify that it is a "true copy" and apply their notary seal. This notarized copy can then be sent to CGA as proof of citizenship.

If it does happen to expire while they are at CGA, the New London post office accepts applications.
 
The parents handbook says that the swabs need to bring a passport that is good thru summer of 2020. They must bring what is on the list!! No more and no less. They must have the passport for sailing on the Eagle during swab summer.

You can get them a new 10 year passport now but must make sure to have it back in hand prior to R day. That way it is with the cadets on R day check in.

Everyone needs to follow all directions. It is spelled out for the cadets and families to follow.
 
If it’s on the list, there is a reason for it and you bring it. If it isn’t on the list, don’t bring it. That being said, EAGLE is not making any international port calls this summer with the Swabs aboard: CT, NH, MA and NY.

Every year there are swabs that bring things not on the list. If it's not on the list you don't need it - period. Part of the adjustment into military life is following directions.

This is also known as a 'Copy Certification by a Document Custodian. The main thing I don't like the most in this process is that you need to go to the passport office and stay in the queue and complete the right form and other details you need to do before certifying it. Why we can't just show the original and then show the copy they will compare the data and certify it, because in this way it is easy to notice if it is fake or not.
