Do not count on getting admitted after a TWE. Make other plans and live your life to follow through with them.
The bit about the NWL...it is not an actual waiting list, it is the pool of candidates who were found to be fully qualified. A TWE is a TWE.
(And yes, every year a handful of kids get in after the TWE but you must not hold your breath. Write to your regional coordinator and remind him or her of your strong desire to become a West Point cadet and future Army officer--and that you are available from now until R-Day if USMA needs you.)
About the ROTC scholarship, yes, it happens. The Army needs highly qualified and interested young men and women to enter officer training programs. It makes sense that young men and women who are successfully screened for USMA and for whom there is not space in the incoming class, would have their information shared between the two mechanisms. After all, many of the kids who get into USMA have accepted or been selected for ROTC scholarships--and the Army needs to fill those spots with other kids.
