Our DS can order the deck or engineer education kit it looks like from the logging In book. He thinks now he wants to go with a deck major so should he only order the deck kit? Even as a deck major will he have everything he needs for his classes just ordering one of the two kits?

They don't order the kit until later in 1st trimester, or perhaps early 2nd. This is after they declare their final decision for major. So, no need to order anything although it is confusing as it is specified in the logging-in book.
As azmilmom says, the kit is definitely not needed until second trimester, and then you order one or the other, not both. The kit will have everything your plebe will need for the rest of the year for whichever major track he or she chooses. First trimester everyone takes all the same classes which include intro courses to both deck and engineering to help them solidify their choice between the two options.
