So submitting he app in May, June of July doesn’t really matter then for the first board?
I'd wait until later in the summer for AFROTC. Gives more time for interview preparation, retaking the PFA to max scores, shoring up extracurriculars, etc.
 
NROTC does not publish dates, but first board is typically mid September.

Correct. For NROTC, as long as it is submitted around mid August, you should have plenty of time for it to be ready for the first board. Be sure it is complete and presents the best picture of your DS/DD. The interview will be done before the application is submitted. That seems to be one of the hang ups for some, getting the interview scheduled. My DS was fortunate and had a recruiter who was on top of things. He did his interview at a nearby officer programs office nearby. Another delay that comes up on the forums here is paperwork that is turned in but not uploaded to the application. Again, we did not have any of those issues. I guess all this is to say, it is good to get things in early to give yourself a cushion, but no need to push it too much. The biggest thing right now would probably be securing those teacher recommendations before school is out for the summer.
 
+1 to ProudDad. The object is to get to the first board, but it's also no big deal if you miss it. The most important thing is to submit the best and most complete application possible. Rushing the application, cutting corners, not thinking answers and essays through, is not the wise course here. Generally only a few scholarships are awarded at the first board, generally to folks who walk on water, or at least swim very well.
