Can plebes be taken as dates to the Ring Dance? I know the dating rules for plebes (only other plebes, can't be in same company, etc.) but does this apply if they're just being asked to go to the Ring Dance? Can they do that?
 
No, not to the best of my knowledge, assuming you are asking if a 2/c can take a 4/c. Even though Herndon will have occurred, and they are no longer plebes, regulations pertaining to 4/c midshipmen pertain.

If it has... it would be awkward, lots of investigations and lots of trouble. The 2/C is fully committed at that point and would be putting a lot on the line like being kicked out. They are senior in this role and more punishment would fall to them. Frat would of clearly been taking place and technically they are still a 4/C as mentioned. If someone did... it would be a very unwise move.
 
They can go out socially Graduation night, as a 3/c and a 1/c.

Yes, relationships that flout the regs occur - fully-formed relationships sprout up like mushrooms after a rainstorm after graduation, and surely the basis for that was laid during the time when it was a forbidden social relationship.

As Hoops noted, going to Ring Dance would be an open act of misconduct, with the senior in the relationship taking the higher proportion of responsibility and punitive consequences. Ring Dance is a military event held on the Yard, and officers and enlisted leaders often attend. I did, and enjoyed talking with upper class that I knew when they were looking pretty darn good and enjoying themselves. Parading a 4/c under the noses of leaders duty-bound to enforce MidRegs would not impress me as being the common sense choice.

That would be a different situation. One, it’s family, not a romantic relationship. Two, everyone would know they were siblings. There are tons of Mid Sibs. This isn’t frat, although an odd choice for the Ring Dance.
