Did anyone get a "next steps" email that urged you to complete the rest of your application? And what could this possibly imply (am I competitive, or are they unsure I want to apply, etc.)?

This could be what is sometimes called a “LOE,” Letter of Encouragement. Read it literally but don’t let your mind takes bounding leaps. They like the bits they have seen so far, keep going. No promises.
 
+1 to the good Capt. You should take everything at simple face value instead of what it implies, or possible hidden meanings.. there are none. It's exactly what it says, complete your application. no more... no less...
