My DS applied to all his home state's Representatives for nominations to the USMMA, as we had heard this was allowed. However, he was just contacted and told his application will not be considered by one Congressman because we reside outside his district. Is considering or not considering applicants from outside the district a choice that can be made by each office?

It's my understanding the Representative does not have to honor your DS's request. It's up to each Representative. I think it's common for them to not nominate outside their district if they have qualified candidates.
 
Every Representative has the choice whether to nominate someone from outside his or her district. Some do not know they have the option (for USMMA only) to do so. As long as they realize they have the option and choose not to exercise it, there is not much you can do. If they do not have enough qualified candidates within their district to nominate for USMMA, some choose to add additional nominees outside their district. These nominations are perfectly valid as long as the nominee lives within the same state. For future reference, I would recommend calling the office of the out-of-district Representative to see whether he or she would consider a nomination before you go through the effort at putting together application packets for multiple Representatives.
 
Thanks for the feedback. For the last several months, I've heard from several sources that one could apply to all Representatives, and never once did I hear that the office could simply choose not to nominate someone from outside their district. This includes the office coordinators during the virtual Academy Day. While it did cross my mind that an office may quietly make the decision not to do so, I didn't think that would be public knowledge, since as far as I can tell, the law says nothing about this being optional. But who knows, I'm not a lawyer. Unfortunately, we just didn't think it was something that needed to be confirmed. Live and learn. However, this is my youngest, so I'm glad I'll never have to go through this process again.

You are tempting fate, should your DS not make it on the first pass. A nice chunk of each class is made up of re-applicants, re-re-applicants and a few re-re-re-applicants who keep taking a shot to achieve their goal until they age out, going through the nom cycle each time.

I know you meant “last chick in the nest,” but to mix metaphors, the annual rollercoaster ride comes back around for many each year.

In our state last cycle our DS reached out to other than our districts MOC's. All politely declined the applications, they wanted to serve their constituents first. I was a bit surprised considering our landlocked state doesn't have massive numbers of applications for USMMA. They do have a great parent group here, though.
 
It all seems so obvious now to ask, and I can understand the "serve their constituents first" part (which is what I was getting at with my "quiet" comment above), but I just thought it was law and not an option, and never heard anything to the contrary previously. I guess I just missed it. Ironically, we have only lived in our current district for one year, and lived in the district where my DS was declined consideration for the previous 48 years. Paid a lot of taxes in that district over the years and even voted to put that MOC in office! Who knows - maybe that MOC would not have given my DS a nomination and the new MOC will. It is what it is.

When my DS applied, the liasion actually reached out and told him to apply to her other 2 representatives. However he did not because they required in person interviews and he was going to be out of state at the time. So it really depends on the MOC.
 
FWIW, the interview panel that I'm on is interviewing two USMMA candidates this time and both are from other districts. Other panels have three more but I can't tell if they are in district or not.
 
We are in PA-11. My DS has interviews with PA-06 and PA-09 as well. One office handles the interview for all three Congressmen.

Did Mary suggest he apply to the other 2? She told my DS to apply to PA6 as well but he was out of state at the time and they had to be in person interviews.
 
Has he been notified for interview with Smucker yet? DD has not but was confirmed her application was complete.
Not yet. He spoke with Mary last week to confirm everything was complete, now he is patiently waiting.
 
Our son applied to our two US state senators and could not even get an interview.

He only applied to our local US state Rep and was given an interview. It was conducted by military officers from various branches and they gave their recommendations to the Rep.

Our son got the USMMA nomination. Later, the two US senators then invited our son to Congress for a reception. None of their recommendations made it.
