Mine was a tier one, got it about 3 weeks ago. I believe tier one can switch between 1 and 2 but not a tier 3 major.

Check the scholarship year, if you have the wrong year selected then that is all it will show.

what do you mean copy of acceptance? When you say transfer, is this the same concept as getting put on the wait list for other schools? I was waitlisted for my assigned scholarship school's unit, but have requested waitlist for two other schools I already gained admission too... is the right...

Acceptance to the school and to the NROTC unit are not dependent on one another. Your child can gain admission to the University and not get selected for scholarship, and vice versa. Hope this helps.
