I believe the lack of competition in some areas has driven NY upstate MOCs to use the ranked slate options. Unfortunately, not many get appointments through the NWL.

USMA_2019, I suspect your original assumptions would be accurate. It sounds like the MOC office dropped a hint that you're in the upper half. Many NY upstate MOCs are marginally competitive (3-5 strong candidates), if that is where your at.
