It is not good to be sent home but your DS should work with his detachment. In my DS's detachment there was one cadet who was sent home from FT, but was allowed to stay on and try again, so there may be hope. It will of course all depend on the reason he was sent home.

Getting the ID was it's own process. First DS had to contract, then cadre needed to get some paperwork done and make an appointment at nearby base where the ID was issued.
My DS is a contracted AFROTC cadet. He received the standard "Geneva Conventions Identification Card" which allows him to access some benefits. I believe only contracted cadets can get the ID card.
Same for my DS. He received a notice asking if he wanted someone to attend the awards night at his school. After checking with his school he said yes and a representative from the AF attended and presented the scholarship.
