I have finished all the parts but still need to send in a college transcript, which would probably be at the end of the semester. Will the board still be able to make decisions despite the absence of a college transcript or can they not make any decision yet?

Quick question, does USNA send out a Triple Q letter? The Admissions counselor said they do not but past years and other academies seem to do that.
