    Not sure what you mean by transition from NROTC to USMMA. Did you get an appointment to USMMA and you're currently in NROTC? If so, you'll need to complete the semester of NROTC and report in to USMMA for Indoc (whenever that gets scheduled due to COVID-19).

    I think you misunderstood my point. The candidate can and should take all the time needed to decide - even up to May 1st. It's the candidate that accepts and then drops out on I-Day or shortly thereafter that takes a spot from someone else. I hope that clears up my position.

    NROTC will offer the scholarship, but wait on the waiver. There's always a chance that the waiver is denied after a candidate turns down other offers and accepts the NROTC scholarship. That can be very frustrating and devastating financially.
