    Yea it is confusing especially when flags have different meanings in the US and internationally. I believe this is fairly accurate..it also includes the meanings when used in a sailing regatta, but you do not need to know those. Only the Navy and International meanings...

    Also I believe Prep schools help diversify the Academies. Especially in the case of a candidate who is applying coming from a not so strong school, they will be offered Prep in order to be academically qualified.
