Member LG, I am not sure what you are trying to say. My point was that three noms did not guarantee Navy for this candidate. It was the noms from the Congressperson that allowed the candidate to be appointed to USMA and USAFA.

I am not sure why you are contacting three congressional offices in your state since you can only apply with one office/district. Just call your local congressional office and ask for person who handles service academy nominations. This is not correct. You can apply for 2 Senators and 1...

Give the Nov SAT and if you are not happy with results, you can take the Dec ACT as suggested above.

I helped a candidate who had three noms to Navy, 1 to USMA and 1 to USAFA. Congressperson nominated candidate to all three academies. This candidate was not appointed to USNA, but was admitted to the other two and the USCGA. The candidate is at USMA now. One nom is all you need.
