Can I take NROTC without the scholarship?

I was wondering if I apply to an NROTC scholarship do i mention it in a college application. Or do I to apply to the college first. Basically I'm confused about the process

What information do you give to the academy for the summer seminar. Do you need to provide transcripts, class rank, etc.

If you complete a NROTC course in college can you sign a SEAL contract to go through BUD/s as an LT.

What is the process of choosing your career like at the naval academy? Say I want to be a Navy Seal, but don't make the cut, could I choose marine corps or any other option after that? Do the admission and staff choose based on your performance?
