I feel a bit different. The taxpayers have put a lot of resources into those cadets. I see no harm in broadcasting those who for whatever reason did not meet their end of the agreement. And if they provide the details, there will only be shame where shame is due.

Not sure about this. Our HS awards bonus points for AP classes when computing the GPA (which results in class rank). This approach eliminates the Top 10% hard vs Top 5% easy concerns.
