It's not that the class is full it's just that the time slot of a specific class may be during the same time slot of another class that I am required to take or am more interested in taking so I may be forced to take the first class at a less weight during a different time slot to fit everything...

My school is smaller in size compared to other schools and offers a limited amount of classes in a limited amount of time slots so sometimes classes I would want to take that carry a higher weight just don't fit into my whole schedule.
