You need to talk to your Cadre. They are the only ones that can authorize the start of the change. My DD was successful in going from a Tier 1 to a language, but her Cadre supported the change. And don't be surprised if they change your Tier 1 to a Tier 2 scholarship (if they still exist).

Can't you particpate in ROTC as a regular college course? Not with the intention of trying to commission that way, but if you could participate as a freshman, then it may look good on your reap?
What we told our DD was, "If you dont' get into the SA (she didn't), which will help you at a civillian school?" She went with the Dual Enrollment instead because it was easier to correlate the courses for credit we felt.
Which branch? You'd be surprised that the majority are usally CPers. And unless someone says anything, you won't know who is or isn't. Scratch that, I know at A&M the NROTC scholarship guys had a ribbon on their uniform. But AFROTC at my DD's place doesn't designate.
Think of it this way, if there is any chance that there is documentation in a regard somewhere regarding a question, you should probably answer yes and include any documentation you can to clarify the question.
Don't know about a waiver, but my DD's friend was denied for similar reasons for AFROTC and was told he had to wait for 3 years before he'd be considered. Hope that you don't have to wait though!

It probably means that there won't be any inhouse scholarships until at least a sophomore. Anyone can join a program as a college programmer. They are limited to the number of scholarship students they can take as incoming freshman.
