There are plenty of students with better scores and resumes that do not get in and plenty who have worse scores that do. What I can say though is that id you do not apply you will not have any chance of getting in.

    Not sure what Junior FD is, but being captain is great. What ROTC and service academies are really looking for is leadership leadership leadership. Doesn't matter if you have the title or position, but if you can show that you can lead that is awesome.

    However, a 33 ACT is very good as is a 1430 SAT. I would try to get the math into the 700s, but a 690 is pretty good. 3 APs are great but it is not just about the amount you take but how you do in them and if you are challenging yourself.
