So to clarify. My understanding is that if your parents live in different states AND they have joint custody you can pick one state and apply for NOMS there regardless of where you attend school. The NOM being sought is for USMMA.

In regards to hearing, normal is a range. Any number between -10 and 25 is considered normal. So your hearing falls within the normal range and what is needed for the academies. I have no insight on your other questions.
