When it states your decision is ready. Does the gold envelope also reflect an appointment or just an LOA?

Thank you providing this information! Does the Naval Academy send out a 3Q letter informing candidates they are on a NWL or is this something that only USMA does? If so, when do the 3Q letters typically start going out from the Naval Academy?

Upon sign in using the new USNA candidate portal I have listed below the candidate application refelcts only having 1% complete. However, when you sing back in immediately again it reflects the application being 100% complete...
