Is there a way to change the list of college you originally submitted if you have not received a scholarship but have been notified that you are an alternate?

I see a lot of information on the NROTC ISR. Does the AFROTC have the same ability to reserve an immediate scholarship for an applicant or do all applications go to the board?

The Agency only has US Naval Academy. When I filled on the paperwork, I mark the Air Force, Coast Guard, AFROTC and NROTC. Does DodMERB submit my current medical status of qualified to the other academies and scholarship or do I need to do something to get them submitted.
