My DS applied 2 years ago as soon as it opened and got his acceptance in early April. You will get a response either way by the date they specified—back then I think it was April 15.
My DS received his TWE from USNA last year with the big “purge”, April 11or 12. Luckily he already had his USMA appointment, but we both felt if he made it that far, he was competitive, and just couldn’t find a place for him. Seems legit to me 😆
If your DS has not had his file closed yet, for lack of a nomination, it’s not over for the possibility of a VP nom until the full-figured lady sings 🙌🏼

Wow, this is so weird! If there is a chance you would want to go to USMA as a plan B (or A?), reach out to admissions directly to ask what is going on because it seems like some lines have been crossed and it might be something that can be straightened out or explained by them.
If USMMA is not your daughter’s first choice, I would advise not switching the nomination to there. It’s still possible for her to receive an appointment for her first choice as long as she has a nomination, regardless of the other person receiving one.
The LOE letter itself in the portal includes an invitation to an overnight visit and a link. And I think it is under official correspondence with the title “letter of encouragement.” If that is not what you have, you could always reach out to admissions and request a visit and see what they say.
