It probably has something to do with getting the entire list to Congress to approve, when it's convenient for Congress whilst in session.
That's just a guess, though.
They do kick them out of Bancroft and start paying them BAH before Commissioning Week (so they can secure housing off The Yard), so that is probably also a part of it.

So I had the pleasure of meeting the parents of a friend of my son (and company commander with him last summer) at graduation and an esteemed member of SAF.
Haha. I totally forgot on graduation day the conversation we had in pm. I was trying to remember his son from conversations my son and I had.
So now he knows I am a forgetful old fool!
