If I were to attend a state college for a year, attend the USNA, then become an officer, would I still be able qualify for the loan repayment program to pay off the debt accumulated from that year in college?

To the best of my knowledge, if you are referring to CLRP, the college loan repayment program, I think that is an incentive for enlisted service only. USNA is a pre-comm program that leads directly to a commission.

See:

To “attend the USNA” is a highly competitive process that takes at least 18 months of lead time to develop and execute a plan.

Why not look for a college with NROTC and apply for a scholarship? Many colleges offer room and board to ROTC scholarship winners. With NROTC, you are getting your college education, progressing toward an officer commission and can still apply for USNA if you desire.

If you haven’t yet read every page, dropdown and hamburger menu item at USNA.edu, I recommend it. Same for NROTC.

Many apply to USNA and for NROTC scholarships/NROTC schools simultaneously, as a two-pronged strategy.
