If I were to finish my entire application by the first deadline (September 29th), would I be able to schedule my PMS interview directly after? Would I be seen by the first board? Any tips to make sure that happens?
 
You have to finish everything, including the PMS interview, BEFORE the September deadline if you wished to be reviewed then. So if your PMS interview is (for example) October 1st then your application would not be able to be reviewed until the December deadline.

I would schedule the PMS interview at least 2-3 weeks before the 29 Sept deadline.

You don’t want to be that guy who interviews on 28 Sept and then has to ask the PMS to input his/her assessment ASAP to meet your deadline.

The PMS may have other things to do like ensuring the fall FTX planning is on target, addressing cadet issues that alway pop up at the beginning of every school year, etc...
 
@GoCubbies has great advice! I will expand on this, when the AROTC application changes to "interviewee" call and make the appointment. Give them plenty of time. It took awhile for my DD to get her appointment due to exactly what the above post warns you of, the PMS was busy! He was traveling a lot, and had other things on his calendar, it took a few weeks to get in. She was trying to get it in by the second deadline, and there was a lot of time, but had to be proactive because the school was going to shut down for Christmas break, and the PMS would not be on campus during that time. She called several weeks in advance and so they made it work, but had she waited until the 11th hour, I am not sure they would of felt as compelled to "squeeze her in".
