yes, they wait for college students to submit their second semester results to send out the instructions. For high school students, they already got there first semester grades and they know that the their final grades will reflect that since classes are year round. Also because the majority of high school appointees are in AP/IB classes and they tend to be somewhat lighter/easier the last semester because of exam prep. They have the same teachers, same classes, same routines YEAR round. BUT with college students you might be taking certain classes that they want to see results from. You're taking all new classes that semester from the first with different teachers and a whole new routine. I think they wait on college students just to be completely SURE....with high school they know what the appointees will receive. Mostly because the final semester is all down hill.....nobody is going to have a major drop in GPA or fail a class the final semester of senior year. It just doesnt happen....
