3 q'd and nominated, will I get into naps?

The answer to your basic question has to be deliberately vague as undoubtedly there will be some 3Q'd candidates who will be offered NAPS, albeit without a reason for the offer being stated. Some of those candidates may yet receive an offer of appointment to USNA in the current cycle. Whichever happens, you can take comfort in the fact that you have been successful, as NAPSters who apply themselves generally become very successful as midshipmen. I never have seen an official breakout of the number of 3Q'd candidates who were offered NAPS.
 
MDSU, my son turned in his completed app in August and his med was completed in October. Even though his CIS page was updated, we never received anything in the mail regarding scholastic qualification or anything else. We continued to send in his updated grades, but still nothing. In February we became concerned that he hadn't received an SQ letter, so we contacted the admissions office. They responded promptly that he was scholastically qualified and that a letter would be in the mail. We received the letter the following week. I don't know that it made any difference in the admissions process, but it sure did our stress level some good.

PhilParker, our BGO told us that, if one is scholastically qualified, an appointment to NAPs was unlikely. It appears to me that others have had a different experience, so I think it is futile to try to get an exact "yes" or "no" answer.
