I start freshman year of college in August. I have a 3 year army rotc scholarship. Can I apply (and possibly accept) for the scholarships of Navy and AF and begin my sophomore year even though I’ve agreed to the army scholarship. Obviously I don’t receive any money or contract until the start of my sophomore year.

Yes. You can walk away from your first year of a 3 or 4 year scholarship and not owe money’s back.
Yes you can apply to all other branch rotc and all SAs too or reapply if that is the case.
