How are people finding out if they are 3Q'd or if they are their MOC'c principal nominee?
Your MOC office can tell you how they submitted their slates. Speak to the person that handles the SA nominations for your Congressperson's office and they can tell you.
Not sure on the 3Q'd part. Figure if you passed DodMerb and CFA you are 2q'd. Admissions Board does that 3rd Q... the WCS.
Maybe some candidates's BGO's share their Q's status with them. I believe the BGO's can see that on their particular portal/information systems.
Maybe a lot of candidates assume they are 3Q based on what they sent in. Probably a good assumption based on the caliber of applicants.

USNA doesn't notify candidates whether or not they are 3 Q'ed. You can try asking your RD -- sometimes they'll tell you. BGO information is not official and thus cannot be shared with candidates.
