3Q'd?

I recently received official correspondence with the following message:

"We have received all your application information and the Admissions Committee has qualified your file. West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2014."

Is this a notification that I am 3Q'd? I have also received an LoE.
 
Yes. That's a 3Q letter. I have the same letter, but no LOE.

so does this mean that they have already started forming a majority of the class by ending the rolling admissions?
 
I think all it means is that they are not using rolling admissions this year (cycle). I would *not* take the statement to indicate where they are in the new process, only that the selection process has changed from what it was a few years back.
 
Actually the 3Q'd letter reads like this: "We have received all your application information and the Admissions Committee has qualified your file academically, medically and physically." Maybe they are not sending out 3Q'd letters this year and only notifying candidates when they change from "competitive" to "admissible". Regardless, it's great encouragement and remember to keep updating your file until the very end of the application cycle. Best of luck to you!
 
What makes you 3Q'd?

What exactly does it take to be considered 3Q'd? My DS is qualified medically and I assume based on his test scores and grades is qualified Academically and physically but he has not received this letter. He has had his application completed since Mid-October.

Is this a bad sign if he has not gotten the "3Q" letter?

No it is not a bad sign. They are totally inconsistent on whether these letters are sent out or to whom they send them. Plenty of folks have not received such letters in the past and received appointments.
 
I had not received my letter yet but was sure I had finished all the necessary requirements. I contacted my Regional Manager (the guy that usually works with all official correspondence), and he pushed my letter through. Maybe you just need to get your RM to push the action through. Be proactive! I constantly nag my RM and FFR to make sure things get done. It may be annoying, but it is effective.
