3yr National Award Recipient - 1yr Scholarship Add Probability

Son received a 3yr National Scholarship US Army ROTC - what is the process and realities of a 1 year add? or .5 add? Who determines ROTC PMS or BDE?
 
Near zero % chance.
Combo of DODMERB qualified, performance, scores, money available and pure luck.
dont count on it.
Thank you - system has definitely changed from 1991 (my commissioning year). He will take the 3yr 😎, as my son/dependent utilize the tuition free for service connected veterans (CA benefit) & 1200 DEA a month (VA 100%). I wonder if he can still receive DEA 1,200 month when he receives his scholarship.
 
In order to upgrade a 3YR to a 3.5 or 4YR, that ROTC program would have to give up a campus based scholarship allocation. So the decision is to have either one upgraded cadet or two cadets on scholarship. Most, if not all would pick to have two scholarship cadets. This is due to scholarships being funded by FY and MS. One a scholarship is awarded, it will be funded the following years.
 
My daughter was a 3 year AD and then got an upgrade during her first semester for her second semester 2016-2017 (brigade 8, many other brigades stopped the practice a few years earlier), she said by the time she graduated she didn’t think that was happening anymore.
