4.5 and 5 year scholarships?

So, I've heard that many students, especially engineering majors, are offered 4.5 and 5 year scholarships. How does this process go? If this is possible, can this cover graduate school in an accelerated master's program?
 
The HSSP is for undergrad only, IOWs even though an engineering major may take 5 yrs due to the course curriculum, it is still an undergrad degree. If your undergrad takes 4 yrs., than that is what they will pay for. If you want a grad degree you have to apply for ED while a ROTC cadet.
