4 year army scholarship not yet contracted

My son received a 4 year scholarship and is enrolled in school. Army paid tuition already. He passed physical and PT although he has to do remedial PT. Grades are very good but it seems no one has contracted? CO says it might be in few weeks but no stipends have been paid either. I don’t understand how the stipend hasn’t kicked ? My son says it will work itself out?

no contract no stipend.
the year my son contracted it did not happen until mid-October.
he ended up getting the "back stipend" and other monies as if he contracted first day of school

Thanks. I was in Navy rotc and don’t remember the delay.
