Academically Qualified?

How do you know if you are academically qualified for the "3Q"?
 
My DS did not receive a mailed letter, but had one show up in his portal (left hand side on the main screen).

I was 3Q'd last year and never got a letter. I heard it depends on your admissions region.
 
I got a letter in my portal last year, and I got one again today. I'm North West region.
 
I got one and I am PA, so the Northeastern Region.
