Can you be conditionally appointed to USNA and USMA before the DODMERB qualification comes in? I am currently awaiting a standard remedial review because my DODMERB physical was taken in NOV 2014.
Acceptance before Medical Qualification?

Yes you can for USNA for sure. However, whether they will or not is a different story.

Yes. My DS had LOA conditioned only on DoDMERB coming through. He already had nom when they issued the LOA. He ultimately was qualified by DoDMERB, no waiver necessary.

His was for USNA. Don't know about USMA, but don't see why not.
You cannot be appointed without being 3Q + a Nom. As mentioned you can get an LOA which will have a list of items that must be met to be appointed. If medical is one of them, you will need to complete DoDMERB and if there are any waivers needed, USNA will have to grant one in order to be appointed. So technically you will not be appointed (you used the term accepted) until you meet all the conditions of the LOA.
